Compliance Mandate Midscale Hotels Can't Ignore

In recent years, the hospitality industry has seen a significant shift towards prioritizing employee safety, particularly through the implementation of panic button mandates.

These devices empower hotel staff, especially those working alone in guest rooms or secluded areas, to summon immediate assistance in emergencies.

As of 2025, several U.S. states and cities have enacted legislation requiring hotels to provide these safety devices to their employees.

State Legislations

  • New Jersey: In June 2019, New Jersey became the first state to mandate that hotels with 100 or more guest rooms provide panic buttons to employees working alone in guest rooms. Non-compliance can result in fines ranging from $5,000 to $10,000.

  • Illinois: By July 2020, Illinois required hotels with over 100 guest rooms to equip both full-time and part-time staff with wireless panic buttons, as stipulated in the Hotel Employee Safety Act.

  • Washington: Effective January 1, 2020, Washington State mandated that hotels and motels with 60 or more rooms provide employees with personal panic buttons. Smaller establishments had until January 1, 2021, to comply.

  • California:  While California doesn't currently have a statewide mandate, several cities have enacted their own regulations:

    • Los Angeles: As of August 2022, hotels are required to provide personal security devices to employees assigned to guest rooms or restrooms.

    • Santa Monica, Oakland, Sacramento County, City of Sacramento, and Long Beach: These municipalities have implemented similar ordinances to enhance hotel worker safety.

  • New York City: In October 2024, New York City passed legislation requiring hotels to obtain licenses and adhere to new operational rules, including provisions for a panic button system for employee safety.

Navigating Compliance in a Changing Industry

These legislative measures reflect a growing recognition of the importance of safeguarding hotel employees. It's estimated that around 2 million hotel rooms in the U.S. are now subject to panic button mandates.

As the industry continues to evolve, it's crucial for hotel operators to stay informed about local regulations and ensure compliance to protect their staff and guests.
